Joan Durocher New Interim Head of NCD


WAHINGTON, DC-- Joan M. Durocher is the new interim Executive Director of the National Council on Disability. She will serve through September 11, 2010 or until NCD appoints a permanent Executive Director is appointed.

NCD is a federal agency charged with making recommendations to the President and Congress to enhance the quality of life for all Americans with disabilities and their families.

Joan Durocher has served NCD for over eight years, most recently as a Senior Attorney Advisor. She has managed NCD products with wide-ranging impact, such as “Foreign Policy and Disability: Legislative Strategies and Civil Rights Protections to Ensure Inclusion of People with Disabilities” and “Finding the Gaps: A Comparative Analysis of Disability Laws in the United States to the United Nations Convention on the Rights of Persons with Disabilities”.

The National Council (NCD) on Disability appointing Joan Durocher as the new Executive Director is a great idea. Although it seems like she was appointed only temporarily for this position I think she will exceed her performance expectations and job duties. I also believe that the NCD should consider hiring her as a permanent candidate for the position because she has so much knowledge on the information and has advocated for people with disabilities for quite some time. Considering that Joan has worked with the NCD for over years makes her a highly qualified candidate and also a candidate that is knowledgeable about that type of specific field. It is also very enlightening to know that there are people in our society that do care for people with disabilities and do not simply think of them as crippled people who are worthless; I hope to learn of many more individuals working and fighting for the advancement of people with disabilities.

It is very comforting knowing someone as Joan Durocher has been appointed as the new Interim head of the National Council on Disability (NCD). It seems as though this position may only be temporary, but I have no doubt she will use her highly qualified skills and experiences to ensure that the best interest for people with disabilities is always priority. After reading about Joan Durocher, I was impressed by her long resume of experience in several positions, working hard to promote the best practices, programs, and technology for people with disabilities. It must be such a great honor for her to be among many that have been appointed by the President and US Senate. Having worked closely with communities of disabled people in the US and world wide is such a wonderful experience and I commend her for her strive in providing opportunities and better ways of life for individuals with disabilities. I read that she is currently working on advancing international rights for people with disabilities. This seems to be such a huge task. But in reading about her, there is no doubt that she will be able to provide great contributions through her skills. Having had years of experience in communicating and collaborating with other policy makers, government officials, communities, and international leaders, I know that she will make much more progress. Hopefully her position can be a more permanent one.

Joan M. Durocher's eight year experience and accomplishments has earned her the interim Executive Director position righteously. It's excellent to have such great support for people with dissabilities at that top rank. Times are changing and we've come a long way especially in attaining more awareness and rights for people with dissabilities and it is because of people like Joan Durocher that passionately fight for these rights:)

Joan Durocher is quite a remarkable person. It is wonderful to see that she has worked with different countries in the goal of expanding Rights for People with Disabilities. I do believe that she will be a great asset to the NCD in the time she is there. It is also great to know that the NCD exists with a main purpose to promote "policies, programs, practices, and procedures that guarantee equal opportunity for all individuals with disabilities, and that empower individuals with disabilities to achieve economic self-sufficiency, independent living, and inclusion and integration into all aspects of society." It is important that we have laws that protect the rights of those who have disabilities, but the NCD surpasses not only strives for rights but also tries to ensure that these laws are respected and any new laws needed be instilled for the bettering of equal opportunity. I am sure Joan Durocher will leave a good positive and solid make in the time she will be there. Her great devotion is not only seen in her education and involvement, but also in her work trajectory. It is amazing to hear that last year she assisted Vietnam in the development of their draft of disability rights. The U.S. is not only a great leader in industry but also in rights for people with Disability. It is an honor to be represented by someone who has such great experience.

I think it is fantastic that they are bringing in someone who is not only so qualified, but also one who has worked with the National Council on Disabilities for so many years. I think that if the NCD does see her as qualified enough to temporarily fill the position, which clearly they must, then they should seriously consider allowing her to permanently fill the position. Taking in mind Ms. Durocher’s credentials there can be no question of the work she has done to better the cause and lives of disabled people not only in America, but around the world. I doubt strongly that the NCD would ever find themselves shortchanged by allowing Ms. Durocher the permanent position, and strongly suspect that she would work with the NCD to the fullest of both of their potentials.

I think it is great that the National Council of Disability has appointed Joan M. Durocher as the new interim Executive Director. It appears to be a temporary position, but none the less she seems more than qualified to hold the position. She has worked for the NCD for over eight years and has a long list of accomplishments and credentials. She seems like the perfect fit for the position and appears to have the people’s best interest at heart. I like the fact that she has worked for the NCD for many years and knows what it takes to see change for people with disabilities. The NCD can be looked at as the voice of Americans with disabilities and their families to the President and the Congress.

Joan Durocher has made a difference in peoples lives with disabilities. Since she is the new interim Executive Director of the National Council on Disability she will have more responsibilities she will have to take care of. This is a great benefit to help people with disabilities. They help them with housing, workforce, family in the military, etc. It is difficult at times for people with disabilities to find a job, but that’s why Joan Durocher will have a great effect on these people. She will be a great Executive Director. She has eight years of experience which says a lot about a person. Sometimes people with disabilities don’t get all the help they need especially with housing and the workforce. There abilities are limited depending on their diagnosis, which affects their daily lives. Things have to be accommodated to them on a daily basis. Joan can also help children with disabilities with their education.

Having Joan Durocher as an intreim for the NCD is a great thing but maybe they committee needs to appoint her permanently since her experience for helping those with disabiltity is under her shoulder and she will do a great job. Her knowledge has been seen over the years of her career and taking this into consideration will benefit much more people that we really know. Having a caring person represent the disability popoulation will lead us into a good pathway.

There is nothing more amazing that to see change being created right before your eyes. The fact that Joan Durocher as the NCD ED is empowering and will have a huge impact on individuals with disabilities. Joan has a history of being a huge advocate for people with disabilitties and it would be in the best interest of the NCD and the Nation to see this incredible woman take this seat on a permanent basis. To create change in the world of individuals with disbilities it starts one person at a time, and others will be motivated and will follow.
