NCD: More Fed Jobs Needed for People with Disabilities




WASHINGTON, DC via NRCA—The National Council on Disability (NCD) says efforts to employ people with disabilities in the Federal Government have not worked, and in a new report, recommend strategies for change The paper, “Federal Employment of People with Disabilities” is available at: http://www.ncd.gov/newsroom/publications/2009/pdf/Federal_Employment_of_People_with_Disabilities.pdf . John R. Vaughn, NCD Chairperson, says, “despite laws, regulations, policy guidance… barriers to federal employment remains, and the number of employees with disabilities in the federal workforce is still low.” NCD's 2008 Annual and Progress Reports are also available on the NCD website.

well, instead of protecting disable people at home, I do think affording more jobs to people with disabilities is better for them to participate in the society. In my opninon, the best way for people with disability is to afford them the same society environment and chances so that they can also live on themselves and try to make efforts in living. in this case, they will feel more respect nor sympathesis from the society and colleges. I do think this feeling from their heart will help them to live happier. however, there is a long way to go to make it realized. but it is good to hear the above nice news.

I believe that it is important to address this issue. People with disablities should be given jobs and they should be available to them. They should be treated equally and given an equal opportunity. More fed jobs for people with disabilities would really be great for them.

I think it is good that NCD is assisiting and looking to hire more people with disabilities to hold federal jobs. Everyone should and has the right to equal opportunity employment. This will help integrate all people into society. It gives all of us a sense of worth and accomplishment to be able to contribute to society. This will also empower PWD to afford independent living which is a huge plus for them. It is encouraging to see that PWD are becoming more and more recognized as being contributing memebers of the society and the workplace. It is about time!

I believe that the NCD is doing the right thing for people with a disability. The have rights too and should be give that equal opportunity just like everyone else. People with a disability should go out into the world without being scared to face reality and help they work, this will help their self esteem. So it's good to hear this.

Everyone has the right to obtain a career for themselves. I think that the NCD will provide great opportunities for people with disabilites. They too, have the rigth to pursue a job that they think they can manage. Asssiting people with disablities by helping them get federal jobs, will be a great way for them to contain a career.

It is extremely important to address these issues. The numbers are staggering, .92% of all federal employment is made up of people who have some sort of disability and I am sure there are lots and LOTS of people with disabilities out there who are extremely qualified for a federal job. Just like everyone else, people with disabilities are happier when they are preoccupied with a job, or a challenging task. I agree with Yuanyuan. If more jobs become available to pwd, they will be happier and it will greatly benefit them. It's nice to hear that the NCD is focusing on doing so.

I agree with Mariel about PWD who are qualified to work in government jobs. We do need a stronger voice from PWD in the government and there is no better way than having them being a part of it. Plus it would greatly help increase awareness and diminish prejudices and ignorance. it would be like having living examples teaching us about PWD their needs abilities and capabilities.

It is no surprise to me that the emloyment rate for people with disabilities are still low. Companies these days still fear and think that if you have a disability that you cant do the job as good as someone who is not disabled. It is sad cause not only can some people who have disabilities do a good job, but they can do the job better than those who have no disability. So companies should step into the 21st century and relize that no matter the color of your skin or if you have a disability or not everyone has the same rights and opportunities in this country.

NCD: More Fed Jobs Needed for People with Disabilities
This is a wonderful website for job placement for working with people with disabilities. Let the buyer be aware. I believe we as Rehab. Counselors need to be out there educating the public about opportunities for employment for PWD. This Disability Intel blog site is a wonderful reference site for future Rehab counselors in staying informed on what is going on out there in the world of politics and job placement as well as concerns for those PWD. The National Council on Disability is a good connection. The website presented stated that “despite laws, regulations, policy guidance, and excepted service hiring authorities designed to promote federal employment opportunities for people with disabilities, barriers to federal employment remain, and the number of employees with disabilities in the federal workforce is low.” This is true and the 10 recommendations they have to offer are helpful; they include: addressing personnel practices, government accountability, and encouragement for PWD in advocating for themselves. The report consisted of 10 recommendations to: reduce the two-year probationary period for employees with disabilities under Schedule A to one year, require the Federal Equal Opportunity Recruitment Program to include data on employees with disabilities, establish mandatory training on targeted disabilities for all supervisors in Federal Government agencies, conduct a marketing campaign to encourage applicants with disabilities, conduct a study of best practices in the Federal Government and develop a model program for hiring, retaining, and advancing people with disabilities, request that the Government Accountability Office examine Schedule A employment for people with disabilities, request that the Government Accountability Office conduct a survey of federal supervisors, request that the Government Accountability Office study the effectiveness of the preference system for veterans with disabilities, grant the Department of Defense Computer/Electronic Accommodations Program (CAP) the authority to include accommodations such as job structuring, telecommuting, and job-sharing, and to investigate employment opportunities in agencies with critical hiring needs and agencies that have shown a commitment to hiring people with disabilities. Interesting to note was current stats show: “almost 80 percent of projected new hires will be in five professional fields: security, protection, compliance and enforcement; medical and public health; accounting, budget, and business; engineering and sciences; and program management/analysis and administration. Among agencies with 500 or more employees, those with the highest percentage of people with targeted disabilities in FY 2007 were Equal Employment Opportunity Commission (2.65 percent of a workforce of 2,192); Social Security Administration (2.06 percent of a workforce of 62,407); Defense Finance and Accounting Service (2.03 percent of a workforce of 12,449); Defense Logistics Agency (1.89 percent of a workforce of 21,394); and Department of the Treasury (1.70 percent of a workforce of 102,787).”

I agree with Maria in that NCD is an excellent source for PWD in making their voice heard and helping them find employment especially with federal jobs. Benefits would be much better on a federal level as opposed to a state or local level. I agree that everyone regardless of disability should be fully integrated into a society that stresses equal opportunity employment. I also agree with the fact that all humans need to feel self worth by contributing to society and by achieving their own self actualizations.

It is really interesting to see that the NCD is concerned with the number of people with disabilities who are employed. I think it's great that they are looking into ways to employ more PWD and with that they are looking to broaden their perspective by adding on others who have a different and interesting point of view. I believe everyone deserve the same opportunities as everyone else. I think will help people with disabilities more excepted into society. I applaud the efforts of the NCD to help employ people in a federal employment setting. However groups like the NCD are still in a position of little power against the Federal government I think it is important to keep in mind that gettings individuals with disabilities the right to work in a federal employment setting is going to take tenacity and persistence until the Federal Government listens.

I agree with all the comments above. People with disabilities should have the right to equal employment because most people with disabilities want to be independent and be active memenbers in the community. I know that if given the opportunity for employment a person with a disability would shine. People wih disabilities should be considered for a fed. job as long as they have the appropriet qualifications for the job.

I agree with everyone. I think its great that the NCD is trying to employ qualified pwd. They will be able to have a more diverse people employed and it will empower more pwd to go out there and obtain a job that they can do. I think that there should try to put this out more and publicize it so that more people will be aware of it.

Every person with or without a disability has the right to obtain a job. People with disabilities should be given a job no matter what the laws state, and I hope that those PWD look into the ADA and other laws to override the reason as to why they are not getting employed. If a person with a disability was given a job at the Federal agency then this can empower other people with disabilities to know that it is possible.

It is great that gov. notices that people with disabilities in the work force is low, maybe they should enforce the work protection laws for people with disabilities. It is illegal no to hire a person just because of a disability, but employers still make up any excuse not to hire them in order to get them off their backs!! But i hope all this is an alert to gov. and i hope they are able to inprove these conditions.

It's nice to know that NCD is fighting for more federal jobs for people with disabilities (PWD). PWD like anyone else have the right of having a career and a job. It helps them to be more independent, which is a big plus to their independent living. It is also a right for PWD to them too have an equal opportunity in employment just like everyone else. Plus, it'll be quite a CHANGE to see more people with disabilities in federal jobs- who else but PWD to know what's best for them, of course also being reasonable.

Every person with disability should be allowed to have any type of job that they are able to do. Why not motivate them and try to help them become more independant? I say if a person wants the job and they are able to do it let them. It dosn't matter if its a state or government job if a person with or with out a disability can be qualified to do it more power to them. No person should be held back because of a disability.

Everyone want to do something with their life at one point. PWD may have more trouble than most people looking for jobs that are suited for thier certain limitations. I believe it is a good opportunity for them to be involved in the law making etc. Of course they would have to meet the criteria that they need in order to work with the government but none the less it is a good idea.

well i think that it is a good idea for people with disabilities to have job opportunities. this will lead them to be independent and function well in society.they will live better and feel satisfaction in themselves to have done something,something they can look forward to. also approaching a succesful education and personal life.

I think its great that the NCD has made that effort to try to get more employment for people with disabilities with the federal government. I do think that everybody should have equal rights no matter of their race, gender, orientation, or disability; as long as they are able to do the job. So the federal government should at least consider those with disabilities for employment.

I appreciate the help of the NCD on their intentions of increasing job opportunities for people with disabilities,but what is better for them is to make them feel as an active and necessary part of our society.
I especially like the openness of the NCD on the subject that, what works in one part of the country may work in another part; and I strongly believe that the RGV needs more assistance to PWD because of the low income and education on this part of the country.We as rehab counselors need to become more involved and active. We need to post our opinions on different subjects by logging on their web pages, and being on top of the news about the different resources offered and help available in order to better help the people in need.

I believe that the National Council on Disability should maybe work a lot more because it is evident that the ratio of employment with people with disabilities is low. It is important that people with disabilities are aware of these jobs. I hope that there is awareness and that there is more jobs created for people with disabilities. That way more people can be employed and can live comfortably, I also believe that it is great that the government has created jobs for people with disabilities.

I believe that it was a good idea that the government provided people with disabilities the oppurtunity to obtain a job. After all people with disabilities should have the same oppurtunities as everyone else and should be treated equally. People should not be judged on if they have a disability or not but if they have the passion to perform a job to the best of their ability.

I think it is great that the NCD is making an effort to provide a person with a disability with a federal job. A person with a disability should be treated equally, and be given the same rights. Being employed gives a person with a disability more of an independence in their life.

Its a shame that you hardly ever see a politician or someone obtaining a federal job with a disability. When Franklin D. Roosevelt led this country he was elected four times despite of the fact that he was in a wheel chair. Hopefully more federal jobs are offered to goal driven people with disabilities.

I don't understand the big deal in making sure that the Fed opens up more jobs for people with disabilities. Already their efforts “despite laws, regulations, policy guidance… barriers to federal employment remains, and the number of employees with disabilities in the federal workforce is still low.” The reality is is that people with disabilities don't want to work their.. whatever the reason may be. Instead of working to get more people into jobs with the Fed, why not work to make community jobs more accessible so that people with disabilities can work where they want to work.
